I am having this issue as well. I was able to progress my spark rank before the monthly reset but now wins in Spark Ranked do not add pips to my current rank.

The tiers decrement as you progress, so you entered spark rank tier 1 after you completed all of the pips in tier 2. Once you complete all of the pips in tier 1, you will complete spark rank and get access to all modes.

FIXED - You can bypass spark rank entirely and unlock all modes by going to settings -> account -> unlock all modes. Then you may have to go back to that same menu again and now press restore purchases. This should get you out of spark rank, unlock all game modes, and unlock any remaining starter decks that you're missing.
