    2 weeks have passed. Still won't add starter decks to my decks after a win. Somehow (perhaps manually by someone from the support team) 1 starter deck was added. I suspect that the reason is that the win counter has not been reset since the restart of the new decks (already 27/3). As stated in the comments below.

    A week has passed. Everything is still. No starter deck has been added. Any response from support?

    A similar issue occurred on August 1st with a black and white starter deck.
