    Steps to reproduce:
    1. Have Soaring Sandwing in hand
    2. Have enough mana to activate landcycling ability
    3. Try to play Sandwing's cycling ability
    Expected Result:
    Two choices - play as a creature or activate an ability
    Actual Result:
    Only able to play Sandwing as a creature
    Platform: PC, Windows, WotC launcher, version 2023.32.0.4760.1044210
