Tolarian Academy does not initially reduce artifacts
Tolarian Academy does not reduce artifacts by 1 just by including it in your deck, only the later ability works.

To add, it is the initially drafted starting hand artifacts that it doesn't affect. Only drawn cards. This does not fall in line with what the card claims to do.

For me it does actually reduce artifacts in my deck initially, but not those in my starting hand.
