Hopefully to get this moving on a fix. The first I had heard of this bug was on 4/20/21. I have done a little extra testing and this seems to happen whenever you are putting a variable number of cards on the bottom of your library. It seems like something changed within the systems because no matter how many cards are revealed it will not allow you to order them. (Gotten down to 2 in testing)

I moved cards back and forth between my sideboard and main deck. At some point, I was ready to submit, but the submit deck button was inactive. The main deck count also did not match the number of cards in the deck but should have still been able to be submitted as it was higher than 60. When I went to the game I had not sideboarded.

Still an issue. Hopefully, this will help the people trying to solve this. It appears that the mana you click to spend and the mana you click to produce are linked. This is an issue when there is lag locally, I think, where there is a window that mtgo does not understand that you are paying mana and instead gives you mana of that type.
