This is still happening. Omniscience on the board. Attempt to cast Portent of Calamity. Goes right to graveyard instead of giving an option to spend mana for X. I also have Auto Choose Replacement Effects turned off. This makes the card unplayable. Please fix asap.

So, the only way to get to cast Portent of Calamity using mana is to go into full control mode.
