    I have had what sounds like the same problem. Opponent exiled my Yera and Oski with Sheltered by Ghosts attached to a token creature, I used Jill, Shiva's Dominant to return the token to hand (paying the ward cost), and when Yera and Oski reentered the battlefield, I got a surveil popup that had no cards in it (see screenshot), and I couldn't do anything with the surveil popup. I had to wait for my turn to time out to proceed.
    This has happened to me before, and I didn't think to document it at the time, but it was probably also tied to Yera and Oski reentering from exile.
