Confirming that I have experienced this bug on PC and mobile using the Japanese Mystical Archive cardstyles for both Duress and Negate. Can also confirm Bottlebrush's comment about being able to drag and drop the cards on PC only, but this is still visually glitchy.

I have also experienced this bug during Standard Bo3 ranked play. Could not move Negate or Duress from sideboard to maindeck while using the Japanese Mystical Archive cardstyles, specifically. After switching my negates to the original Mystical Archive cardstyle I was able to sideboard it as normal.
One more thing I noticed: While it does seem impossible to sidebaord these cards on mobile, you can on PC. However, it is still visually bugged and not working properly on PC. Clicking the card will not add it to your maindeck as it should, but you can click and drag the card from your sideboard to your maindeck. Visually, it will not appear as if you are "holding" the card, even though you are.

I have also experienced a similar, possibly identical, bug with the Japanese Mystical Archive card styles for Negate and Duress. The English Mystical Archive styles seem unaffected.
