This bug has been in place since the card was released. To reproduce, have 2+ Drix Interlacers on the field, trigger its ability (When artifact enters) a few times, and determine if you are able to use the activated ability (Sacrifice) on a Drix Interlacer of your choice or if the game only lets you use the one on the top of 'pile' on Interlacers on the UI. Repeat the experiment a few times and you'll notice that HOW and WHEN the Interlacer entered the battlefield appears to matter for some reason.
This prevents players from taking an action they are allowed to, and would normally be expect to, be able to take in Arena.
Sometimes the Drix Interlacers WILL present on separate spots on the UI (as opposed to all being in a pile), which seems should be happening all the time, but most often the 'pile' situation occurs instead.

If you've already drawn your 3rd card in a given turn BEFORE you have Tamiyo on your board, her transformation will not occur. She cares about ONLY the 3rd card you draw, not the 4th, 5th, 6th, etc.
