    For those looking for an actual solution to my issue where it installs, but fails upon selection of icon, I found the solution. This should, in theory, help anybody that has an android smartphone and/or tablet running into my issue.

    Step 1) MAKE CERTAIN DEVICE MEETS MINIMUM REQUIREMENTS!
    Step 2) download base APK and OBB file from a reputable source. I used APK mirror.
    Step 3) rename downloaded file extension into .zip
    Step 4) extract contents. I recommend 7zip
    Step 5) either install ADB platform tools, or (what I recommend for ease) use webadb.com. these instructions are for webadb.com but it's possible to use platform tools
    NOTE! I tried this at the public library and I didn't have to install any drivers. You may or may not need to install drivers for your device.
    Step 6) enable developer options on your device by selecting "build number" from "about ____" settings of your device a bunch of times. Navigate to developer settings and enable "USB debugging" and now you're ready to connect.
    Step 7) Connect powered on device via USB. Add device from left column on webadb.com, afterwards turn the screen on and unlock device. Click "connect" on webadb.com and on device a prompt should appear. Select "allow"
    Step 8) under that column on webadb.com, find "install APK" and select it. Then click "open" and navigate on your PC to the downloaded unzipped folder and double click the unzipped APK file. If you followed my instructions, it should be base.apk and just wait a bit for the PC load bar to complete.
    NOTE! There may or may not be a prompt on your device
    Step 9) try to open arena on device and it should crash. This step is kind of important because it at least creates the com.wizards.mtga folder for the OBB file.
    Step 10) under column, find "file manager" and select it. Now layout of file structure DOES HAVE DISCREPANCIES BETWEEN DEVICES! I found my OBB folder in /storage/emulated/0/android/obb/com.wizards.mtga
    What's important is finding the folder that says "android" because it will always have an OBB folder! Simply select upload on webadb.com after navigating within the com.wizards.mtga folder and then navigate to unzipped OBB file and wait for it to copy.
    Step 11) (optional but recommended) navigate into settings and find your list of installed apps. After listing all apps, find mtg arena and select it. Finally clear the cache.
    Open and it should function now!
