   I am also having this issue. Using proliferate with High Perfect Morcant just doesn't work, it doesn't work on her -1/-1 counter from her own source of blight, and it doesn't work on +1/+1 counters from seemingly any source. I haven't tried it with other counters besides those, but it just doesn't work at all
