Had the same issue. I passed priority to go to priority, my opponent took the opportunity to tap and untap their lands repeatedly while his rope was running and eventually it ran out but not forced to pass priority back. Now we are sitting in a game that no body can win and only he can perform actions. He keeps tapping and untapping their lands about every 45 seconds.
