Report Conduct selector redirects to:
https://mtgarena-support.wizards.com/hc/en-us/requests/new?ticket_form_id=360000604591
which says:
"To help us solve your issue more quickly, you must be signed in to submit this type of request. Sign In" and there is an identical Sign In link in the upper right next to language selector.
These Sign in links route to:
https://mtgarena-support.wizards.com/hc/en-us/signin?return_to=https%3A%2F%2Fmtgarena-support.wizards.com%2Fhc%2Fen-us%2Frequests%2Fnew%3Fticket_form_id%3D360000604591
(or the similar...)

Which is just a search page with categories.
Signing in on a separate browser session, either through this feedback / uservoice login, or through wizards page main login, does not change the Report conduct selector even when manually navigating to https://mtgarena-support.wizards.com/hc/en-us/requests/new in the same session
