I no longer experience this problem after setting Arena to run in Windows 8 compatibility mode.

Also doesn't reduce mana cost of Reckoner Bankbreaker's "draw a card" ability. To reproduce, play Tezzeret, play the Bankbreaker, wait a turn cycle, and then try to draw a card. The last step should cost {0}; instead it costs {2}.
