Most cards that use perpetual are fine. But Racketeer boss should definitely be changed to "next time those creatures enter the battlefield". You could make it 3/3 to make up for that. It would still be a very strong card.

I do like the idea of rebalancing cards for Alchemy, but it definitely should not affect historic. The power level and meta with its combos is completely different. Also the nerfs and buffs seem to be based on standard, and not actual alchemy meta, where 50% of people play the same broken alch-only rares.
