Are you sure this isn't dedicated Action movement? Neverwinter Online had a similar combat feel. Actions must complete animations before performing another action though there is also a slight action queue in performing new actions. It will feel unresponsive and boggy if you're not taking advantage of that action queue window or pressing buttons too much.
I would add that around half of Wulfgar's attacks are simply too slow to perform Solo. A lot of his moves need to be around 20-30% faster. If you're playing him Solo you will have a bad time or get stuck using only a few moves. Drizzt and Bruenor feel good though. Haven't tried Cati yet.
