    This answer only works if we understand the English language in fundamentally different ways... If a thing is attacking (in game or otherwise, I promise you English doesn't change) that thing by DEFINITION attacked. There is no amount of semantics you could conjure to say that a thing is PERFORMING an action and simultaneously DID NOT DO said action. Furthermore, the text for Revenge of Ravens says "Whenever a creature attacks you or a planeswalker you control, that creature's controller loses 1 life and you gain 1 life." The word "declared" is nowhere in there.
    If you want to argue that the rules are the rules because WotC says so, that's whatever, but let's not try to logic the illogical.

    I'm having the same problem with mobilize and raid bombardment. I imagine (but haven't confirmed) that any card that creates a tapped and attacking token will fail to trigger it.
