This is not a bug. Since you didn't have any instants or abilities to play, your priority was passed automatically. To you, this seemed like you were just never given priority at all. To fix this, you must enable full control by pressing CTRL. That way, priority won't be passed automatically and you could do what you wanted to do in this scenario.
