    Because Quina's ability is a replacement effect, this is correct behavior. Essentially it changes "Retrieve the Esper" effect from:

    "Create a 3/3 blue Robot Warrior artifact creature token. Then if this spell was cast from a graveyard, put two +1/+1 counters on that token."

    To:

    "Create (a 3/3 blue Robot Warrior artifact creature token and a 1/1 green Frog creature token). Then if this spell was cast from a graveyard, put two +1/+1 counters on (those tokens)."

    The base cost of the spell is 1U (1 generic + 1 blue) and the Tiered cost is an ADDITIONAL 5U (5 generic + 1 blue) for a total cost of 6UU (6 generic + 2 blue) mana.

    Unless it was trying to collect a total of 10 mana, this is working properly.
