Here, you have to distinguish between whether someone is taking action or just wasting time. My experience has been that when a player is losing, they simply let me run down their time bank. They just let the time run out to annoy me.
My suggestion: In ranked games, record the player's round times and calculate an average. When moving up to a higher league, certain criteria must be met, e.g., a move time of at least 15 seconds. It is said that some decks, which are only designed to allow a player to draw new cards for 50 seconds and then win, forcing the opponent to just watch, do not provide a good basis for play. But more importantly, players who simply let the time run out should not be allowed to play in professional leagues, as they are not behaving correctly and are just stealing time!

It would be really cool if you could play 2vs2 or everyone against everyone, like in Magic Online (in the past). Please create a new format.
