    I tested this against Sparky, and the bug is specifically in the UI for selecting which cards to exile when the graveyard is empty.

    1. Incinerator of the Guilty's ability begins to resolve.
    2. The game prompts to take action or decline. Click to take action.
    3. The game prompts to select the value of X. It won't even let you try to choose a value higher than the total of what's in the graveyard, but you can always choose 0.
    4. When you choose 0, the game asks for confirmation because 0 is an unusual choice that is often a mistake.
    5. After confirming 0, if your graveyard has at least one card in it, even if that card is a land (and thus has mana value 0):
    -- a. The collect evidence card selection browser is shown.
    -- b. You may select any number of cards, or leave it as is with no cards selected, not even a mana value 0 land.
    -- c. The "Submit 0" button is enabled immediately.
    -- d. Clicking "Submit 0" works correctly, though technically I didn't test whether this triggers "Whenever you collect evidence..." abilities.
    6. After confirming 0, if your graveyard is completely empty, not even a single card in it:
    -- a. The game either fails to show the graveyard browser or shows it empty, I'm not entirely sure which.
    -- b. The "Submit 0" button is disabled. THIS IS THE BUG.
    -- c. The only available action in the UI is to click the "Decline" button, which returns you to selecting the value of X.
    -- d. There is no apparent action available in the UI to get out of this and let the game proceed.
    -- e. However, pressing the Z keyboard shortcut for Undo can back out of selecting the value of X and return you to the "Take Action" vs "Decline" choice. Clicking "Decline" for that prompt lets the game proceed.
