I had the exact same issue today, opponent playing Scurry Oak combo and I had to sit through his endless turn, then had a message about not acting, then the game conceded for me - surely this is exploitable??? There is no way someone should be able to take so long on their turn that the game forces their OPPONENT to concede???

Same for me too!
Identified the problem. The Set Collection count is bugged for Foundations because it states you don't own a copy of a card if the copy you DO own is in an old (probably non-standard) set. I know this because I have 4 Marauding Blight-Priest from Zendikar Rising but needed to craft a 5th one from FDN before the counter would state I had at least 1 copy of all FDN cards. Shoddy implementation probably deliberately designed to be as obfuscating as possible to encourage MTGA consumers to waste their wildcards. Essentially the counter recognizes that you already own some cards (from your old collection) but not others. I guess the distinction it is making is: old set standard legal (recognize) old set not standard legal (don't recognize).
