I experienced a slight variation of this. I had Kasmina, Enigma Sage in play along with Kaya, Orzhov Usurper. At the end of opponents turn, I flashed in The Wandering Emperor at which point I was then able to activate the abilities of Kaya, Orzhov Usurper at instant speed along with The Wandering Emperor.

A small addendum - the only abilities that can be activated at instant speed on non-Teferi, Master of Time planeswalkers are the ones granted by Kasmina, Enigma Sage. So like Teferi can activate all of his normal abilities plus Kasmina's abilities at instant speed. Kasmina only has her abilities and can't activate them at instant speed. A third planeswalker can't activate their own abilities at instant speed but can activate the abilities of Kasmina at instant speed. This suggests the bug is caused by some sort of shared instancing of the Kasmina abilities where Teferi is marking the shared set as instant speed capable when in reality it should only apply to his own.
