   I'm having the same problem. This is not how it's worked in past seasons. In past seasons those are the last rares to unlock but they don't exclude them from packs.

   I want a refund for the 34 packs I opened that all resulted in Gems! (I had all Commons and Uncommons so really all it gave was Gems.)
