    I have been plagued by this as well. I can't be entirely sure of my theory, but I can verify that the equip (1) cost was listed in gray text on Everflame when Astor was the Legendary that was used to convert "The Irencrag" . I'm pretty certain I have played other times where Astor worked with Everflame, but I might have had a different legendary change/convert it.

    Bladehold War-Whip reduces "OTHER" equipment equip costs by 1 colorless. One single whip will not reduce its own equip costs.

    If you get 2 whips out, then both will equip for zero with Astor.
