In official rulings, if a player causes a loop with no determinable ending and no other player can cause it to terminate, the player causing the loop would be disqualified and lose the game. This would NEVER end in a draw and should NOT be allowed to trigger a draw in arena. It's bad enough we can't player "pseudo commander" without having broken "alchemy" cards ruining the game, but now we have to deal with literal illegal outcomes due to the inept scripting abilities and moderators working for this company. As an aside it took me about 4 minutes to write a script to check for resolutions and interactions upon a loop initiating with a termination being decided after 'n' triggers, where 'n' is determined as the second trigger resolves and is assigned the total number of triggers going on the stack. If it sees this number repeat more than twice, it automatically forfeits the match.
