I think I solved the issue for my machine (Win10). It's related to the registry keys set by MTGA, you need to follow these steps:

    1. Open Registry Key Editor (Win Key + R -> type 'regedit' -> enter)
    2. Navigate to "Computer\HKEY_CURRENT_USER\SOFTWARE\Wizards Of The Coast\MTGA"
    3. Search for a key with "ShowPhaseLadder" in the name. It should be something like "BUNCHOFCAPITALCHARS.ShowPhaseLadder", not sure if it's the same for everyone.
    4. Set it to 1

In my case, this flag was set to "3" which should be impossible, since it's supposed to be a binary value.

I have the same issue. Is any of you guys using 3rd party apps like 17lands or untapped? Hard to imagine this being their fault but I'm trying to investigate the cause. It would also help to know if there is a settings file locally to modify in order to solve the issue.
