Were you trying to use the ability during the end of combat step? Because that's the only time it can be used.
There might not be a stop for that, because targeting your own creatures with damage is rare. So you might have to use full control to do it.

Or Thousand-Year Elixir, or Tyvar, Jubilant Brawler.
Dynaheir, Invoker Adept also does this, but it looks like they're not in Arena. -

This happens to me too, my opponent kept triggering 250 or 500 token creation triggers, even after the reached the 250 token limit.
That should never count against my timer.

Return the Favor will only change the target of a spell with a single target. Cost of Brilliance has 2 targets, so you shouldn't have been able to select it as the spell to change.
You could have used the other mode of Return the Favor to copy Cost of Brilliance instead, and targeted yourself and one of your creatures.
