Either separate Alchemy-Historic and non-alchemy Historic or give people wildcard refunds when you nerf cards. Even Hearthstone gives full dust refunds after a card is nerfed. When you're planning to be MORE predatory in your game economy than blizzard, you're doing something wrong.
Why would anyone want to build a deck when they know it could become effectively banned without compensation overnight? What happens when you decide to make the triggered ability on Heliod Suncrowned only happen once per turn, and completely delete a combo deck? At least if Heliod got banned we'd have wildcards for it. What do we get if it gets nerfed?
