There are 159 creatures on Arena that cost 7 (and Momir usually has some that aren't currently craftable). There is <0.62% chance you get Etali in Momir when paying 7.
Even if you discarded every card remaining in the game over the next 53 turns, you still only have a 28% of hitting Etali, assuming you aren't dead by then.

Just to correct the below, Lier and Niv-Mizzet can give Adventures flashback/jump-start. This is due to the steps of casting a spell
1. Declare the intent to cast a spell
2. Move the spell to the stack (from the relevant zone, in this case, the graveyard)
3. There is a legality check done. Can you legally cast the spell from the zone you moved it from? Can you declare legal targets for all targets, if any? Can you pay all the casting costs of the card?
If not, the game rewinds the action and returns the spell to its original zone.This is how Lier is able to function. In your image, Kellan’s Adventure correctly has Jump-start.
As for why Oakhame Ranger doesn’t, that I don’t understand.

Wither is a replacement effect that changes damage the creature would deal to that many -1/-1 counters. This effect applies to all damage, not just combat damage.

Hexproof means a permanent can’t be targeted by spells or abilities that your Opponent controls.
If it gave Shroud it would work the way you were expecting
Repulsive Mutation has two targets if you are using it to counter a spell. Ivy won’t copy spells with more than a single target
