I would make sure that you are using the latest drivers for your video card since those cards have activated or triggered abilities with extensive graphical effects.
I would also make sure you have no other technical issues with your PC.

Does this happen in the latest version of the game (2023.24.0.4454.986775)? I ask because I have purchased a couple of packs via gold and my golden pack progress was updated.

I think Rusko has been adjusted so that he mostly shows up in the "**** queue" i.e. the queue with 5 color goodstuff decks, Teferi, Hero of Dominaria, etc.
