This feels like it has to be a joke... Every card? you're aware this would take years and years of work and the vast majority of the cards would see little or no play? WotC has announced they're prioritizing getting Pioneer on Arena by the end of this year. But I wouldn't hold your breath for Modern, let alone *every card ever*. You realize there are about 27,000 cards legal in Vintage, and about 25,000 cards on MtGO. There are about 10,000 cards on Arena, so they'd have to more than double the number of cards on the platform.
