When cast, Eerie Ultimatum should show every permanent card in my graveyard to be selectable and attempt to return them to the battlefield.

Instead of this expected behavior, it shows two cards in the graveyard; I'm not sure if it shows at random or in the order of which entered the graveyard first.

The bug should be reproducible by casting Eerie Ultimatum with three or more permanent cards in your graveyard. I've attached the menu shown by Ultimatum and my graveyard at the time.
