Bug: flash granted from Argivian Welcome cannot allow to cast disguise (of Coveted Falcon)
It still allows to cast the original spell (Coveted Falcon) though.
And still Leyline of Anticipation can do the scenario.

No bug. While the face-up Coveted Falcon would have flash, whenever you cast a creature face-down it has NONE of the properties of the front side of the card. The face-down creature would not have flash and therefore could only be played when you could normaly cast a creature.
