Spell Pierce bug
This bug has happened to me several times now. When I cast Spell Pierce on one of my spell, it doesn't give me the option to pay the 2 mana to counter the target spell. Whether I have mana or not, it counters it. And if I do have mana, it doesn't use it.
This means that this card cannot be used as spell, for example to activate prowess, by casting it on one of your own spell and Stave Off countering it.

My opponent casts a Leyline of hope, I have 4 mana open, opponent is tapped out, I am not given an opportunity to counter using spell pierce. Leyline automatically resolves. This is the 4th time I've experience spell pierce being unavailable to counter

This works for me if I enter Full Control. Tested on macOS and iOS.
