Create a format that removes all cards that are designed to prevent your opponent from playing spells.
None of the following allowed: Counterspell, discard that targets your opponent, mill, land destruction, anything that makes spells cost more, spells that prevent your opponent from being able to play spells for a turn. The idea is to have a format where the competition is strategy and gameplay vs. strategy and gameplay.... rather than worrying about if you will be able to actually play. I would also suggest restricting a few other mechanics to keep the game in check: no spells played from the graveyard, no cascade, no discover, no dread, no heist, and no toxic.
