Un-respondable events on stack
I play Tifa, and then Harrow. When the lands enter the battlefield, Tifa effect is triggered twice, and get on the stack. i want to respond to that by buffing her before the effects resolve, but the game doesn't let me, and resolves the effects immediately.
When those effects go on the stack i should be able to response to them before they resolve.

note that i have a similar issue with 'otepec huntmaster' 'forerunner of the empire' and 'polyraptor'. after polyraptor is on battlefield and dealt damage by the forerunner, when the effect is on stack, it may not resolve immediately, but the game doesn't let me use the otepec ability to give the polyraptor that is on the battlefield haste.
