The Card Fishing Pole is not working properly. When you have two fishing poles attached to a creature (in this case interface ace), and you tap the first fishing pole to add a bait counter, the second fishing pole should still allow you to add a bait counter with that same creature. Whether it untaps to its own ability, captain america's ability, or an outside effect, the creature still has the ability to tap and add a bait counter to the second fishing pole.
