Tomik, Izzet Sparkmage has text "If a source you control would deal noncombat damage to an opponent or a permanent an opponent controls, it deals that much damage plus 1 instead."This ability is bugged.
Playing on PC
This ability does work when targetting an opponent with non combat damage. It does not work when targetting a permanent an opponent controls with non combat damage.
I expected it to work when targetting an permanent an opponent controls with non combat damage.
