surveil empty library
Seeing other people post this, as well. Not sure if I'm supposed to post the same thing again...
But, yes. Me, too. Had enough to do lethal with my surveillance phantasms, but they couldn't attack even though I had surveilled because my library was empty. Is that how it's supposed to work?
