Can confirm this is still happening, and it also doesn't count creatures with Escape costs. Log attached of both Uro, the Grave Titan and Mulldrifter being cast from the graveyard with Muldrotha's ability without it using up the "Cast as Creature" restriction.

I have encountered this just now in a match. I was selecting mana on my Kami of Whispered Hope while my opponent conceded (showing that it's any mana wheel and not just Treasures). I am not able to open the main menu to generate a log file to demonstrate the issue, as the gear icon in the corner is missing and not even hitting the Escape key will do anything.
