Not enough mastery orbs
As you can see, I have 3 open spots for orbs but can only get one more. The mastery pass is not providing enough orbs to complete mastery.

I have 1 orb and I am level 42, meaning I will get 8 more for a total of 9. I have five two-orb items left to go. That leaves me one orb short. I don't think I received an orb for achieving level 42.

There are 3 orbs, at level 74, 76, and 78. They are behind the other rewards at those levels
