timeout for afk / abusing players who play nothing
Seems timeout from afk / abusing players doesn't follow an incremental rule where every timeout is shorter and balanced to the rythm of a game.
After 4 turns a player use all timeout time every single action I made that play could still have plenty of time to simply do nothing.
If a player use so much time to do nothing then timeout has to be balanced very strictly.
