Exiled Prototype Returns as Full Cast
On iOS mobile, I cast Steel Seraph with prototype on turn 3 and my opponent then exiled my Seraph with Brutal Cathar. On my turn 4, I used Ossification to remove his Cathar which returned my Seraph to the battlefield as the full cast, 6 mana, 5/4 Steel Seraph on turn 4.

"Additionally you cannot cast a prototype for the lesser value from the graveyard, so this is working as intended and something you should exploit when your deck has prototype creatures."
Actually, you can. Serra Paragon lets you cast prototypes with a prototype cost of 3 or less for that cost from the graveyard.

And that is how it is supposed to be. Getting prototypes on the field other than by casting them for the prototype cost will result in the full version. Having cast the card previously for the prototype cost doesn't matter.
