skrelv defector mite hexproof influence all creatures except of one
Opponent had about 6 or 7 creatures, one of them was Screlv, Defector mite. I played Tempest caller, which say opponent taps all his creatures. He tapped Screlv and put hexproof against blue to ONE of his creatures, but when Tempest caller was put on the battlefield, ALL of his creatures stayed untapped, not just that one with hexproofagainst blue.

Skrelv, Defector Mite does not need to tap in order to activate ability
Steps to recreate
Skrelv, Defector Mite is tapped permanently by an enchantment on gameplay turn 2. By card such as Bitter Chill
6+ turns later, Skrelv is still tapped and has not untapped
Dungeon Geists enters play and targets another creature
Skrelv, was activated using phyrexian mana, while tapped, to give "protection" blue. Even though it should be hexproof.Skrelv was unable to be tapped, and should not have been activated.

The Skelv wouldn't help against Tempest Caller, since the only target of the ability is the player. It sounds like there was either a Mother of Machines on the field stopping the Caller's trigger, or your opponent having hexproof making the Caller unable to target him.
