Don't ban Scute Swarm, instead fix the time out.
Galadriel of Lothlorien and Elrond and Scute Swarm. (or any combo that times out the other player)
I would not ban Scute Swarm, just fix the time out bug. Make it so the player creating Scute Swarms either times out forcing a draw or allow the player to stop the continuous creation and allow the other player to counter or respond. There are counters and there is nothing more frustrating holding a "Kill all the Scute Swarms" or Wipe the players board and then being forced to lose the game due to a 3 card (or other landfall) combo. They way this plays out is like an "uncontrolled infinate" except If I have a counter in hand. Such as Toxrill or any response on my turn, any board wipe (and it does not even have to be a great one ( any -1 / -1 to everything, any 1 damage to everything, etc.) I am back in the game. Losing in this way sucks and is "un-fun"
If you don't fix it, I suppose everyone just creates a simple deck and guarintees 15 wins / day and gets all the loot prizes. Which will impact your bottom line. (people will spend less) The other option is don't fix it and people will just quit the game and again, you lose $$.

the time out is a major issue. just got hit with a forced loss because the opponent used up all his timeouts so the system believes I am now holding up the stack (which i'm not, i'm ******* to a 200+ stack of triggers resolving) I have no open mana or usable triggers, i'm just forced to sit here while galadriel, scute, sylvan anthem, and zendikar's roil just keep adding triggers until he can no longer choose to scry to the bottom and the system force scry's to the top. the only reason I didn't scoop is because he couldn't kill me that turn and it was very likely I could wipe the board with river's rebuke on my turn. however, because the stack held me ******* and ate all my time outs (which was why I originally was going to report a bug) it also accused me of being afk and forced me to concede on my upkeep even though I sat there and watched the unending stack resolve incapable of doing anything.
