Surge of Protection should block Millennium Calendar damage
Surge of Protection says, "you and permanents you control gain hexproof until end of turn..."
Hexproof is defined as - "A player or permanent with Hexproof can't be the target of spells or abilities your opponent controls"
If my opponent sacrifices Millennium Calendar and I cast surge of protection, shouldn't he be unable to target me with Millennium Calendar's ability?

No. Nowhere on the card does it say "target", which is the ONLY criteria for being targeting. (The "target" can be hidden in the rules for a keyword ability.) "Each opponent" DOES NOT make all opponents targets. Only the word "target" makes something a target. Players and objects, even zones, can be affected without being targeted. The Calendar is one such example, there is a myriad of others

As you can see on the card, it does not use the word target.
