Tarrasque Ward Effect on cast

Using PC
601.2 States that it only has to be put on the stack and ALL costs paid so that it can eventually resolve. Nowhere there does it state it HAS to resolve in order to be considered casted. This is also true when "casting" is broken down below that rule.
I am being counterspelled when the opponent cannot pay the cost for WARD.

Ward only has an effect when the card is on the battlefield.
Also, in this case it's saying that The Tarrasque has Haste and Ward 10 if you cast it rather than place it on the battlefield due to some other card's effect.
