Same to me, seems it's not only sea gate, but all mdfc land.

I just encountered the same bug after putting a flood counter on Sea Gate.

Reproduced the bug without fail on ~6 occasions.
The land has a flood counter and does reduce the cost of spells, but it does not turn into an Island and thus does not pump Eluge's power and thougness.
