No bug.
"Creatures enchanted player controls lose all abilities and have base power and toughness 1/1."
Helga is a creature and has lost ALL abilities."Enchanted player can’t activate abilities that aren’t mana abilities or loyalty abilities."
This is referencing non-creature artifacts for the mana abilities.
